Virginia Beach is making way for an 11-person board that will look at investigations of misconduct and abuses of authority within law enforcement agencies.
The police chief announced that officers involved in the incident acted appropriately in detaining and handcuffing Jamar Mackey, but said two officers will be disciplined for not wearing face masks.
