Background
CARE International was established in Rwanda in September 1984, focusing initially on mostly direct implementation of projects. In 2000, CARE International in Rwanda began to work more with local organisations as delivery partners and sub grantees. CARE Rwanda also transitioned from emergency and rehabilitation efforts post-genocide, to tackling poverty and injustice within context-specific impact populations.
In 2012 CARE International in Rwanda began to question its presence and role, not only in ‘developing’ contexts, but also in middle-income contexts where poverty and inequality persist. The CARE Global Program Strategy provides a framework for addressing these complexities by working in alliances and social movements and with governments, the private sector and civil society organisations to generate evidence of successful strategies, and to bring these to scale.
