would be pretty close to 2030 and i m sure the chinese and indians and others would be there by that time in a competitive race. i think it s much better for us to take our experience and an international lunar development corporation where we have a majority position and help out the other nations. we put a large amount of money into that space station and i m glad that we have extended it another five years so we can test out the equipment that we need for long duration flight which we don t have right now and weren t going to get from the constellation program. we need to reorient the orion craft so it s an orbit to orbit spacecraft that is reuseable and gives us a specialized transportation for mars back to the united states back to the earth orbit where a spacecraft from the earth, a commercial spacecraft from the earth will be up there and rendezvous with

demonstrating american leadership. we should use our experience at the moon with the international lunar development corporation to assist china and india and europe and japan. we should have the european space agency invite china to become a member of the space station community and that can lead to this activity at the moon and the u.s. certainly will be a major shareholder in that international corporation and we will barter off or experience for assistance as we chart a 2-phase program of 25 years, the first phase is about ten yearsum the 50th anniversary of the lunar landing and the president at that time in july of 19 in july of 2019 i m sure will endorse the 2-phase program to establish permanence on the planet mars. this will be a very historic
with constellation and going back what about the argument that going back to the moon is not what we need to do. what about the argument that there s nothing really left to be learned about going back to the moon. do you agree with that? no. there are a lot of people that think there are many things to be done back on the moon. we internationally have the most experience from 40 years ago and the last four or five years ago to head up an international lunar development corporation to develop the methods of developing the moon, not exploring. we did that. we don t need to do that again and open up a competition where we have everything to lose and the chinese and indians have everything to gain. we should help them with our experience and our robotic missions that can be controlled
