THE clock is ticking on the Global Plastics Treaty negotiations. The third session of the Intergovernmental Negotiating Committee (INC) is coming up on November 13 at the United Nations Environment Program (UNEP) headquarters in Nairobi, Kenya. A treaty zero draft was released on September 4 by UNEP and the INC chairman. It contains all the views and positions expressed in the course of the first two sessions. The deadline stipulated in UN Environment Assembly (UNEA) Resolution 5/14 End Plastic Pollution: Towards an International Legally Binding Instrument, passed March 2, 2022, is for a treaty to be ready by end of 2024.
