As the absence not only of war but of the eminent threat of war. Emergent preparations for war. Its the absence of Foreign Policy conducted under the cloud of war. That is an unusual circumstance. Most of us here would agree that it is but we are called to explain why and we are called to consider the consequences of what we must view as a consequence.
