A Joint Statement was issued by the Quartet of the League of Arab States, the United Nations, the African Union and the European Union yesterday. It read as follows:
At the invitation of the League of Arab States, the Sixth Meeting of the
Libya Quartet was held on 20 April 2021 between the League of Arab States (LAS), the United Nations (UN), the African Union (AU) and the European Union (EU).
The Meeting was convened virtually and attended by the Secretary General of the League of Arab States Mr. Ahmed Aboul Gheit, the Secretary-General of the United Nations Mr. António Guterres, the High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission Mr. Josep Borrell, and Dr. Monique Nsanzabaganwa the Deputy Chairperson of the African Union Commission who represented the Chairperson of the AU Commission Mr. Moussa Faki Mahamat.

In her final briefing to the Security Council yesterday before handing over to the new permanent incoming head, Jan Kubis, Acting UNSMIL head Stephanie Williams reiterated the need for foreign fighters and mercenaries to leave Libya and the need for the enforcement of the UN Libya arms embargo.
The 23 October ceasefire agreement had prescribed that they leave within 90-days, which passed last week
Williams reported that both sides were still undermining the ceasefire agreement through military build-up and accused internationally recognized prime minister, Faiez Serraj, of undermining security sector reform (SSR) demobilization, demilitarization, and reintegration (DDR) and the monopoly of the state on the use of legitimate force.

Members of the Security Council,
I wish to congratulate Tunisia for assuming the Presidency of the Council for the month of January.
This month marks one year since Chancellor Merkel of Germany and the Secretary-General convened the Berlin Conference on 19 January 2020. The Conference did not put an immediate end to the conflict and the suffering of the Libyan people. Nor did foreign support to the warring parties relent and indeed, this blatant foreign interference continues.
However, the 55-point communiqué agreed by the Member States and partner organizations in Berlin articulated a comprehensive framework to address the full range of issues fuelling the Libyan conflict. Its subsequent endorsement by this Council, through resolution 2510 (2020), anchored our effort to bring the Libyan parties to the negotiating table.
