On page 2 of your testimony, you say you describe the Law Enforcement authority of fps officers. Specifically police powers, including enforcing federal laws and regulations, carrying firearms, et cetera. Then, of course, on page 5, of your testimony you distinguish these officers from the contract guards. Events like superstorm saturday which came to my shores and our shears in the mid atlantic a year or so ago, recent wildfires in ore parts of the country other parts of the country, dangerous tornadoes, historic droughts. They may well be just the tip of the iceberg of whats to come. And even today the east coast is preparing for yet another snowstorm while the west coast is experiencing a historic drought. And increased fire danger with no end in sight. I have a friend of mine who is from australia, and he tells me theyve had the hottest weather in their history, so go figure. Its just sort of a crazy world that we live in right now. For years, ive been working with a number of my colleagues, our colleagues to address the root causes and unfolding effects of what i believe is one of the Biggest Challenges of our generation. Im glad were having the hearing today, and not tomorrow. If we were having it tomorrow we might not be having a hearing. Accountability Office Report has highlighted, a number of internal management challenges have impeded the federal Effective Services ability to protect facilities. For example, the federal protective service must the bleep the Facility Security assessment in a timely manner with the share them offices it protects. This service has been able to do that and other agencies have sought to complete their own security assessments, creating unnecessary duplication and waste. The federal protective service must also do a better job of tracking and overseeing the training of the 14,000 contract guards that it uses to protect its facilities.
