That has University Leaders came to view the university as an instrument for solving social problems and promoting economic growth. I argue this shift is grounded in some of the political thought of the earliest political thought of the earlier 20th century. Certain ideals and fields coming aboard. Universities were not just going to turn out graduates. The universities themselves would actually be institutions or instruments as the language sometimes went.
