Methuen Police Chief Joseph Solomon placed on leave after state inspector general report says he aided in inflating police salaries
Updated Dec 24, 2020;
Methuen Police Chief Joseph Solomon was placed on administrative leave Wednesday after a state inspector general report said he looked the other way when unapproved language was inserted into contracts making him one of the highest paid chiefs in the country.
According to the report, Solomon’s salary was higher than police commissioners in Boston, New York CIty and Los Angeles.
The 153-page scathing report by Inspector General Glenn A. Cunha not only takes aim at Solomon, but former Mayor Stephen Zanni and the president of the superiors’ union, Captain Gregory Gallant.

METHUEN â Police Chief Joseph Solomon and superior officers union President Capt. Greg Gallant have been placed on paid administrative leave following the release Wednesday of the final report by the state inspector general that found irregularities with a union contract which led to exorbitant salaries for superior officers and the chief.
The report, made public about 3 p.m., found that in 2017, then-Mayor Stephen Zanni, the City Council, Solomon and Gallant all failed the people of Methuen.
âThis total failure of leadership by Methuenâs former mayor and City Council allowed Chief Solomon and then-Captain Gallant to put their personal financial interests ahead of the interests of the citizens they swore an oath to protect and serve, said Inspector General Glenn Cunha.
