日前，中央全面深化改革委员会第二十次会议审议通过《种业振兴行动方案》。会议提出，农业现代化，种子是基础，必须把民族种业搞上去，把种源安全提升到关系国家安全的战略高度。种业是保障粮食安全的核心要素，也是提升农业竞争力的核心变量。从提出打赢种业翻身仗到部署推进种业振兴，中央对种业的重视一以贯之。本质上，种业振兴是农业科技的振兴，是种业企业的振兴，既是科技问题也是市场问题。推进种业振兴，既等不得、慢不得，也慌不得、急不得，要尊重育种科研规律和产业发展规律，步步深化、久久为功，集中力量破难题、补短板、强优势、控风险，最终实现种业科技自立自强。要认识到我国种业问题是个结构性问题。在农作物种业中，水稻、小麦两大口粮最重要，我国已实现了100%自给，并在国际上具有竞争优势；
