I would like to welcome you to the Judiciary Committee meeting. We are talking about the lack of rules that plays on the issue. Over the past career year the task force has evaluated this subject. Despite the fact it is generally accepted that the federal government doesnt poses a General Police power, recent studies included that the number of federal criminal offenses on the books has grown from less than 20 to nearly 5,000 today which cover many types of conduct tended by the framers to be left to the state. The Congress Passes 500 new crimes every decade and this surge is highlighted by a telling statistics. Nearly 50 of the federal criminal provisions enacted since the civil war have been enacted since the 1970s. It leads to a number of concerns. Issues of notice and fairness to the practitioner

You. Thank you very much. We move to senator carper. Mccarthy and give us an idea what percentage of all electricity generated by nuclear in this country today. Is it about 20 . I think it is. Its something in that somewhere around 20 . Any idea what percent of zero emission activity is generated by nuclear in our country today . Zero. Think about that. What percentage of the electricity that has essentially zero emission generated by nuclear is not zero. Its got to be i dont know, closer to say, 50 . Think about that because theres hydro and solar and wind, but its got to be 50 . 50 . 50. Weve even heard concerns that some Nuclear Power plants may be forced to close down because of the way the rules are structured and it doesnt
To list all the concerns raised by this proposal, you know that i believe there are many. The issues are complex, and the impacts are far reaching. While i appreciate the 120day Comment Period that was granted for Public Comment on this rule, the challenge presented to the states and other stakeholders to analyze and assess the enormous range of issues that are posed is beyond expectations. The level of complexity of the proposal, the volume of technical documents that are released, the amount of coordination required and the magnitude of Energy Impacts of the rule, i believe, warrant a 60day extension of that public Comment Period. I hope to visit with you about that. Im pleased were spending time today examining some of the concerns raised by the proposal. This is an important discussion. This is an important debate. And i look forward to todays dialogue. Thank you. Thank you, senator fisher. Senator cardon. Thank you, madam chair. First, let me think Administrator Gina Mccarthy for
