National Treasury has not responded to any of the concerns raised by the Western Cape Budget Committee during the negotiating mandate for the Division of Revenue Bill, simply preferring to disregard the province’s recommendations altogether. In Treasury’s responses to provinces’ recommendations on the 2023 Division of Revenue Bill, the response to the Western Cape reads: “No recommendations.”
