1986年至2001年，李邑飞先后在云南省劳动人事厅、省劳动厅、省经贸委工作，曾任省劳动厅职业安全卫生监察处副处长，省经贸委职业安全处副处长，工业一处副处长、处长等职。2001年11月，他升任云南省有色地质局副局长。 2003年7月，李邑飞调任迪庆州委副书记，2005年6月至2006年6月兼任州委组织部部长。2007年12月，他明确为正厅级，2008年4月至12月进京挂职，任国家开发银行信贷局副局长。2009年12月，他出任昆明市委副书记（正厅级）。 2012年12月后，李邑飞历任云南省政府副秘书长、办公厅主任、党组副书记，省政府秘书长、党组成员、办公厅党组书记，云南省委秘书长、省直机关工委书记等职。2016年5月，他升任云南省委常委，兼任秘书长。 2017年3月，李邑飞首次离开云南工作，调职邻省贵州，任省委常委、组织部部长。 2020年5月，李邑飞
