Behar Executive Council

1501 ONE of the most indefensible things done by the Executive Government in the carrying out of the Government of India Act has been to retain two European members in the Behar Executive Council as against one Indian member. This is contrary to the recommendations of the Joint Committee, and the plain intention of the Act itself, and public opinion all over the country has already condemned the arrangement with singular unanimity and emphasis. And now it has been condemned by the Legislative Assembly itself. At the meeting of the Assembly, a resolution was moved by a non-official member recommending that the European element in the Behar Council be reduced on the retirement of the senior European member. The resolution was, on the face of it, a compromise, but even so it was opposed on behalf of the Government.
