shepard: the postal service is about to take own precedented changes this spring to keep the cash-strapped mail system afloat. it is way underwater. the postal service announcing a plan to shut down more than half of the processing facilities across the country and eliminate tens of thousands of jobs. that will mean slower mail delivery times, no more fix day service on first-class letters, at all. part of an effort to save billions and according to the postal authority folks avoid bankruptcy. and now, like in arlington, virginia. how does it affect holiday shopping and shipping? reporter: very little but for people s mood. the changes have to be printed in the federal register and there is a lock comment period and it has to be approved by the postal service regulatory

cowboys stadium in arlington for the last day and a half. so with another good day to you. it s a pretty picture out there right now. is it cold? reporter: yeah. you know, alex, i ve been here off and on since tuesday. this is the first time i ve done a live report without my gloves on. ooh. reporter: there s a telling sign. yes, it s low 40s, the sun is shining. the fans, the early fans are starting to show up. and all that ice and snow, that is last week. they ve spent the last 24 hours here trying to make sure they ve removed all evidence of that arctic blast. above the largest domed stadium in the world they tried everything to remove the ice. from workers wielding axes to firefighters trying to hose it off. even rappelling down the side to get a better shot at it. anything to get rid of it ahead of tonight s game. one, two, three. reporter: with temperatures now warming, visitors are venturing out. i ve never seen anything like it in all the years we ve been traveling.
