For weeks, the Illinois Housing Development Authority has said it was working to launch the 2021 Rental Payment Program, but it’s been delayed week after week. Now, the Illinois Senate has passed House Bill 2877, which state Sen. Omar Aquino, D-Chicago, said lays out how the funds would be administered.
