The formal complaint was filed on the Malabon City Prosecutor’s Office.
Before the filing, it’s said that Engineer Christian Uriarte of Malabon’s City Engineering Office has sent notices to DITO Telecommunity but were just ignored.
As per Engr. Uriarte, they sent the notices of violation after they saw DITO pushes the construction work for the cell site without a building permit. But apparently, it wasn’t acknowledged by the company.
With that, on December 15, 2020, they charged DITO Engineer Hue Jidong and Jockey Mediola, as well as the workers on-site, of violating Section 301 of Presidential Decree 1096 or the Building Code of the Philippines.

Arrested were Hue Jidong, 54; Jockey Mediola, 44 – both civil engineers; Pablo Peralta, 49, steel man; Wilfredo Magtalas, 41, mason; Fredison Gagarin, 41; Sancho Villanueva, Jr., 44; Jomar Reyes, 21; and Raymond Bayan, 34; all laborers.
According to a police report, Engineer Daniel Cortez of the Malabon City Engineering Office led police and barangay officials in arresting the construction workers after they were caught building a cell site for Dito Telecommunity Corporation in Barangay Tinajeros, Malabon City around 11:45 a.m. on Monday.
Investigation showed that the Malabon city government has sent a violation notice to the said company twice after seeing that construction work for the cell site remain unhampered despite them not having a building permit.
