They created the vice presidency for two reasons, in case the president died, resigned or was incapacitated, summary can step in. That was not clarified and was indeed, controversial until the 1840s. You have to operate within the compounds of the law and provide flexibility to allow the voters to get to the ballot box. So, in our situation we give people the opportunity to vote using an absentee ballot but we are one of 16 states that require a vote o voter to requen absentee ballot. We are not to vote by mail we simply send them out to everybody and i would like to talk about why i dont advocate that kind of opportunity for fraud. When somebody requests an absentee ballot you know that there is a loud person on the other end to send it to end it worked wonderfully for us. I had the best primary in the United States in fact i was asked to testify because of the house success during the primaries we implemented to then prepare for the general election. In particular, let me give you a quick example of how it can be a problem. I dont want to take this as an attack on the Postal Service because we have hard workers that have a great system in place. 96 of the time by the statistics,
