武漢肺炎（新型冠狀病毒病，COVID-19）肆虐全球，觀光產業受到嚴重衝擊，政府為了振興旅遊業推出國旅補助和夜市券，但補助對象為平日的自由行旅客，高雄某商旅歐姓女執行董事和潘姓副總竟指使員工，把入住飯店的團體客資料細拆成自由客，再向政府申請核發相關補助，共A走政府63萬餘元，雄檢偵結後依詐欺罪起訴。檢方指出，交通部觀光局在2019年9月1日至2020年1月31日推出「擴大國旅秋冬遊住宿優惠活動」，經濟部也同時加碼推出「擴大秋冬國民旅遊獎勵計畫促進夜市消費方案」，補助自由行的國人在週日至週五平日時段入住參與活動的旅宿業，即可折抵1千元的住宿費並領取每房200元的夜市抵用券。
