To keep vulnerable, high-need populations housed, residents need wraparound services. Housing alone isn’t always enough. As need grows, local governments and service providers are creatively using resources to build facilities and create staff roles to meet these needs.

Rachel Kilburg Varley recently started her new position as the Iowa City’s economic development coordinator, where she hopes to find new ways to grow the economy through arts and culture. Kilburg Varley has worked for Iowa City since 2020 as assistant city manager. She has served as the interim economic development coordinator since August after.
The city of Iowa City has tapped Rachel Kilburg Varley to serve as the next economic development coordinator, filling the vacancy created by Wendy Ford’s retirement from the role in August.
