Through its 27 years in operation to address traffic congestion, flooding, pollution and other threats to public safety and order, the Metro Manila Development Authority, surprisingly, does not have any authority to pass and enforce ordinances that would address the said problems faced by at least 12.87 million residents.

This prompted the House Committee on Metro Manila Development to endorse the immediate passage of a bill seeking to enhance the effectiveness of the MMDA granting it the power to adopt and enforce ordinances for Metro Manila.
Chaired by Manila Rep. Manuel Luis T. Lopez, the House panel approved House Bill 8770 filed by Marikina City Rep. Bayani Fernando.

Executive Director Sevillo David Jr. of the National Water Resouces Board told lawmakers on Wednesday that Angat Dam, main source of water in Metro Manila, Bulacan, Rizal, Laguna and Cavite, has enough water for drinking, irrigation and power during the dry season that officially starts in less than two weeks.
“May sapat na water supply mula sa Angat dam. May projection ang PAGASA (state weather agency) na maigsi ang dry season at makababalik agad sa normal ang dam pagdating ng ulan, (Angat dam has enough water supply. PAGASA made a project that the dry season will be short and dam will go back to normal as soon as rains come in),” said Sevillo who appeared before a hearing Wednesday by the House Committee on Metro Manila Development.

The chairman of the House Committee on Metro Manila Development has sought a congressional inquiry into the alleged questionable grant of water rights to a private firm over Wawa river in Rodriguez, Rizal.
Manila Rep. Manuel Luis T. Lopez warned that this could impede the development of Wawa dam as an alternative water source for Metro Manila.
Wawa dam, together with the Laguna Lake, is among the possible sources of potable water that government will tap in case water shortage hits Metro Manila.
With a private firm reportedly benefitting from the grant of rights over the water supply in Wawa, there is a strong likelihood that Metro Manila will face a bigger problem sourcing water in the future.
