We begin i like remind my colleagues once again that this is a tax markup. Weve had quite a bit of discussion about the individual mandate and what that might mean for the impact of the mark, but even so the individual mandate is part of the tax code. It is by indivisible account well within the intended scope of the markup. I intend to rule in the amendments that go beyond changes to the Internal Revenue code, not germane. Similarly, i will rule nine germane in an image that would put the modified mark out of compliance with the committees reconciliations instruction. With that we will proceed to the consideration of amendments. Where going to begin by debating to amendments proposed by senator wyden for 20 minutes. After which we will vote on both amendments. Once we voted on those amendments we will call on to more amendments proposed by the Ranking Member for 20 minutes and vote on those as well. We will go to that point and then we will see where we are. Okay, senator wyden. Okay.
And Vice President , and senator mcconnell said, no, mr. President. We cant. He said, why . We have cosponsors for the immigration bill. And mr. Mcconnell said, just because theyre cosponsors doesnt mean theyre going to vote for it on the republican side. Its the 60 votes and thats what the president couldnt get was the 60 votes and let me just say he was in the tradition of his great father, was in the tradition of ronald reagan. Ronald reagan and George Herbert walker bush protected more a higher percentage of people in their executive orders than barack obama did. Higher percentage of people. In fact, president obama acted because congress didnt act because president reagan acted when congress acted and he said, you didnt do enough. We will do family fairness and he expanded the protections and president George Herbert walker bush continued that work. So the two of the republican president s of our era, president reagan, president George Herbert walker bush and president george w. B
It will not be done in this bill, and the reason why is because i believe what we are trying do now is to finish the work that had begun and was done. They presented their bills. Chairman coal as an appropriate to and we had an opportunity to move through the bills rightly or wrongly. It wasnt always 50 50. I knowledge that. But it was done with space and influence to accommodate getting bills across the line. The most important thing my job is and i have always tried to focus on my job is to make the things done that i had to do. It is funding the government. It is taking care of this Disaster Relief and it is making sure that we accommodate the bulk of making sure that we take the funding of the government and moving it forward. I am absolutely open poposed be i know the ability tofe effectively manage the government is more important than putting them off a month at a time. I will tell you i will not recommend that we take your bill but i will invite you back and i will invite you t

I would have this distinguished committee should let us take up the dream act. If the committee a chance to keep the american dream. Badges, law enforcement, faith based groups and others all support the dream act. Cato institute, supporting the dreamers would cost 60 billion. Dreamerson of the would cost much more than that. Hopes toers with their make the future better for the next generation. That is the american value. These dreamers make america more american. They embody the best of our nation. Patriotism, hard work and preserverance. A partisan ort be political issue. I was telling the president when i met with him recently at the ourday party many of republican colleagues said how supported they would be of the dream act but many of your spouses told me that as well. There is a spirit of family in all this. Addressmany issues to with immigration in our country. Congress has a duty and application obligation to protect these dreamers.
