Shaping the future of the Hornell Police Department meant confronting a painful and complicated past for some Black community members who spoke at meetings and shared their experiences during face-to-face encounters will Maple City law enforcement officials.
Gov. Andrew Cuomo signed an executive order June 12, 2020, directing each local government in the state to adopt a policing reform plan by April 1, 2021. Municipalities that do not submit a plan risk losing state funding.

HORNELL Hornell Police Chief T. J. Murray says creating a Hornell Police Department reinvention and reform plan has been a positive experience, opening new avenues of dialogue and providing fresh insights into strengthening the law enforcement agency’s relationship with the community.
With the release of the proposal created after a series of community forums, public surveys and in partnership with the Steuben County Sheriff’s Office and a Corning Incorporated consultant Hornell Police are inviting residents to continue the conversation.
The plan can be accessed on the department’s Facebook page and on the City of Hornell’s website. Comments, concerns and suggestions may be expressed by emailing HornellPDReform@gmail.com. The site will remain open for comments until 12 a.m., Jan. 19.
