reason and we have to follow certain due process in order to start reading inmates mail. understood. let s talk about the honor block, where richard matt ended up where you have a lot more sort of privilege to walk around the facility more freely more interaction with the guards and other staff at the prison there, more privileges on what you can take in and out of your cell ability to cook in your cell have a hot plate, et cetera et cetera. do you think that that should be reassessed for some of these people with very very serious convictions like murder convictions? well looking at the honor blocks and we certainly had honor blocks in the jail that we that i ran in chautauqua county. i would have to look at the policies on what they were allowing. certainly some of the things that went on there raised edd concern when you re having inmates working on electrical systems so they start popping breakers to cook and allowing,
for a lockdown and albany gave them a partial lockdown. what they did not do is isolate the honor block. this was a riot that took place amongst 30 individuals. one person was hurt and no weapons involved. and, interesting, the superintendent would want something more complete and only got what amounts to a partial lockdown. and again, no indication that they would have found these holes. right. there are huge security lapses. he s going to have the most to answer to in all of this. to your point, in hindsight. deborah feyerick, thanks very much. this fourth of july as all of us are celebrating perhaps taking in some fireworks, you know what law enforcement officials are warning that terrorists may use this time to attack america. days after the fbi issued a terror bulletin to police about the holiday, the state department is now doing a worldwide security review.
he doesn t stand out because of his crime. we have other individuals that killed ten, 15 people. we have individuals that have dismembered a body and carried around a head in a bowling ball bag for a week. you can t weigh that. he did have good behavior more than six months and he was allowed on the honor block. again, what he writes to family or friends, if it is found by them before the attempt, that would have been great. but, the timing wasn t good for us. let s talk about the changes taking place at clinton correctional. some of the new security regulations. weekly cell wall inspections. bed checks at random intervals. tool boxes will be kept in restricted areas. the list goes on. they sound like nice measures. they sound like measure that is should have been in place already. especially the tool boxes.
it s unclear whether anybody from the honor block was involved in the riot that took place. but effectively, and i m just going to assume for a moment, that hacksaw that came in in the frozen meat would have been in one of their cells. correct. absolutely correct. these cells, it s prison policy. there s a directive that you are supposed to refer to which means that inmates cells you have to do a cell frisk. this is to happen a couple of times a week, various cells. you mix it soup nobody knows when their cell will be frisked. the second thing is, you re supposed to do a security inspection. so it s not just about looking for contraband in the cell itself but also about looking at the structural integrity of the cell to make sure that nobody s trying to cut through any of the walls, any of the bars, and even because this prison is so old you don t know if there s water damage that might be hurting the integrity of the bars. jeff dumas, maybe you can weigh in on that having spe
