actually being appropriated. there s a big gap between the two. so, look, i if i were providing any advice for our folks in washington right now, it would be to make not only a very adequate appropriation now, but to better fund fema s ability to respond even before emergencies. look, you can t rush back and all of a sudden say, whoops, for about a year or two we ve been cutting homeland security grants to cities, we ve been cutting the ability of fema and others to respond and then all of a sudden a hurricane hits and you ve got to fill it up. we re smarter than that, we re better than that as a people and we need to make the appropriations necessary. and the realization that because of climate change, we re going to be seeing a lot of 800-year floods. this was the biggest rain event in the united states history. it s not going to be the last. and we need to have a government that actually works, that functions, that s robust and can respond and provide the relief that people need,
there s a number of misnomers on that. the core operating function will be well-funded under the president s proposal. disaster relief fund that you don t plan for that you prepare for, those things will be all well-funded through that disaster relief fund. but what you will see are responsible proposals in the president s budget for some reductions in the homeland security grants. the grants, i was around for their creation. they were never meant to be permanent. we ll have to do all of this in a responsible way. you ll see not just the request for cut in money in the budget the president put forward but you ll see additional details that allow the states to responsibly develop a glide path to get off of those grants and their dependence on them over four or five years. understanding that is important for the american people to know that the president wasn t irresponsibly cutting money. he was doing something that would further empower state and

on. care to comment on that? well, of course i do. it just seems the president is so out of touch. he makes enemies where there are friends waiting to be made. both police chiefs want to meet the president and make sure we have the resources and stop violent crime. we need a commander in chief that wants to work hand in hand with us and not against us. there is a way to solve the violent crime problem in america, and it s not by cutting homeland security grants, taking our resources away and then condemning us. that kind of theory of governing, the governing of oppressing and intimidating is not going to work in america. the president is wrong about that. and i hope he sees fit to change course. all right, we re going to change course here a little bit. i want to talk to you about health care.
who have a larger immigration population. we cooperated with ice and we made sure they are aware of who is in our custody, but we do not change the way we prosecute based on immigration status. our first priority is to get bad guys off the street. cutting homeland security grants, cutting cost funding and threating to take other resources away makes it worse, not better. harris: there s more, a massachusetts share for speaking out against lawmakers who don t comply. if these sinks very are going to harbor immigrants from ice which is a violation, federal arrest warrants should be issued to elect officials. harris: there upwards of 300 of them that we know of. eric: here s the thing. ag sessions who is on o reilly tonight, decided that there is $27 billion going to these century cities that may be earmarked to be pulled back from law enforcement cities.
