NORTHUMBERLAND COUNTY, Pa. At first glance, seven-month-old Victor looks like your average Cocker Spaniel.
But when he starts walking his birth defect is hard to miss. He has no hip sockets. His right knee is basically on backwards and his left leg is pretty much useless, said Marcy Benner of Haven to Home Canine Rescue.
Victor was surrendered to Haven to Home Canine Rescue last month.
Marcy Benner serves on the rescue s board of directors and says Victor came from a nearby puppy mill.
