correspondent matthew chance here with me now. yes, a dose of skepticism to the announcement of a withdraw. you ve been covering the story for some time. does this look like a significant move? it is a hopefully a significant move. for the first time in a long time, we heard the russianes say some of the tens of thousands of troops that have been deployed close to the ukrainian border in the past several months are being rotated out, withdrawn and sent back to the home bases. we haven t had any visual corroboration of that. and that s why the ukrainian foreign minister is saying, look, we heard this too, we don t believe things when we hear them, we only believe things when we actually see them. and but i will say this, first of all, we had some very positive signals coming out of moscow in the course of the past 24 hours that they re willing to negotiate. that diplomacy has not run its path. that does indicate that a
