For over a decade, the city of Pueblo has worked to brighten and renew its downtown.
Much of these efforts have been in conjunction with the Pueblo Urban Renewal Authority (PURA), an organization that largely works to combat blight in the area.
However, other projects are also under the organization s wing.
In October 2009, the City Council approved an urban renewal plan for the Union Avenue Project Area, which is under PURA s authority. At the time of approval, council did not include provisions to allow sales tax to be used as building incentives in the project area.
On Monday, council voted unanimously to include such language for the project.
