of horror in a war with endless capacity for taking and destdestroy ing innocent lives. phil black, cnn, lviv, ukraine. a military expert says it s hard to know that russian forces didn t know it was hitting civilians. there s only two ways this could have happened. one, the russians were surveilling the station and would have seen it was civilians. or two, they weren t. but they should have expected there were civilians there. this is a significant bridge of laws of our armed conflict. there is no reasonable prospect of not being guilty of some kind of war crime, at least for those operating the rocket and potentially the military chain of demand acommand above them. in places like kharkiv and kyiv, the russians have been quite happy to result to artillery
ukrainian. it seems they have excellent plans. they plan to circle kyiv to decapitate the government by seizing the president and imprisoning him or killing him or chasing him out. that hasn t worked yet. that is still the game plan. but also, they are occupying more of kyiv. i think the calculation is they change the government they don t need to. they can have so much power to unleash on ukraine. this comes at a risk. i think erin said it before, the international tribunal is now watching and the russians are hitting civilians. if they target them, they re in even bigger trouble. evelyn kicking off some of
devastating this is for ukrainians. devastating and yeah, devastating and senseless. vladimir putin has made a terrible miscalculation. he thought this was going to be a walk over. and remember he was talking about their army being peacekeepers. i think he thought they were going to be greeted as liberators and instead they re meeting fierce resistance and the damage. what i really fear is over the next several days, there s going to be a ramp up in the brutality of hitting civilians and we re already seeing that in mariupol and some of the smaller cities. putin ought to look are for an off ramp instead of escalating something that, in the end, i don t think he can win. there s a question as to whether he s getting real information from the front. perhaps he s stressful and angry
been hearing explosions throughout the night, sometimes you had three, four times in a row, sometimes you may have about four or five minutes of silence then you will hear the explosions again. and then the one explosion is louder than the next, you also hear gunfire. sirens going off oh for the time i have learned how to sleep with it and adjust to what is a safe distance for those explosions and what aren t, what isn t. but just yesterday i went to a building, a 15 minute walk from where i am where debris had fallen down and hit a building and i m not sure about the casualty cost but the point i m bringing up is that that building could ve easily could have been my building and so this war is not just hitting the military, it s hitting civilians, residencies, and it s close to all of us,
near an area where people are trying to get out, where people have been killed. so it does certainly appear, abby, that all bets are off. that certainly we cannot believe what the russians are saying when it comes to their intentions here. very clearly not just going after the military infrastructure, but hitting civilians as well, abby. thank you for your excellent reporting, alex marquardt, stay safe out there. joining me now is retired marine general john allen, the former commander of the u.s. and nato forces in afghanistan. general allen, what alex just described to us, we have where he is physically today is in this sort of southwestern city just outside of kyiv. we also, as we just mentioned, have seen shelling in a northeastern part of the city. we know there s also been fighting near the airport as well. what do you see that the russians are doing? they have struggled to take this city.
