Herbert Link Jr., 61, was charged with conduct after an accident and negligent driving after the crash in March in Plymouth, but according to a court order, those charges have been dropped.
Charges have been dropped against a Plymouth man who was accused of hitting four Plymouth State University students with his car because the state didn't get a competency evaluation done in time.
