Under the 25th Amendment, the Vice President and the majority of the cabinet can decide to invoke the 25th Amendment. That is entirely up to the Vice President and a majority of the cabinet. They dont need donald trump to become medically unable to do the job. They dont need a written opinion from a psychiatrist that donald trump is insane.
