The Quebec government is rejecting a proposal from McGill and Concordia universities that would keep tuition fees for out-of-province students the same starting next fall.
The universities say they will make French-language classes mandatory for non-Quebec residents, offer more work placements outside Montreal, and help students integrate and settle in the province
MONTREAL - The heads of Quebec's three English-language universities met the premier and his minister of higher education on Monday, promising to ensure that more out-of-province students graduate with a knowledge of French.
