Every nine minutes a Canadian suffers a cardiac arrest outside the hospital and only one in 10 people will survive, according to a report by the Heart and Stroke Foundation.
A report said only four per cent of Canadians can identify when someone is experiencing cardiac arrest. This leaves people experiencing it much more vulnerable to death.
The combined tax would see manufacturers and importers paying $2 per two millilitres of vaping liquids for the first 10 millilitres, then $2 per 10 millilitres for volumes beyond that
