Rural Nebraska suffering healthcare shortages

"Every county in the state of Nebraska, except Lancaster and Douglas, has been declared a medical shortage area. There’s 17 counties out there that do not have a doctor.” University of Nebraska President Ted Carter, and the university's four chancellors, propose new Rural Health Complex.
