The presiding officer thank you. Mrs. Feinstein i rise to oppose the nomination of mr. Bress. This is a california seat on the ninth circuit, and the fact is that mr. Bress is neither a California Attorney nor a california resident. In fact, hes not been a resident of the state for over a decade. Hes lived and practiced in the washington, d. C. , area for almost his entire adult life. As california senators, senator harris and i know that the kind of experience and connection to california is really necessary for a ninth circuit judge to be effective on the bench. We know our state, we know our constituents, and we know the challenges they face, and thats why the blue slip is so important. Honoring the blue slip ensures that the senators who understand are and are accountable to their constituents have a say in judicial nominations for their home states. Our blue slips, senator harris and mine, were not returned. Ultimately that symbolizes our objections. I was very disappointed that t
Were getting this going after votes. The house subcommittee will come to order. Brief Opening Statements and then two panels. Welcome all of you for coming. This is the Third Session of congress in which i have introduced legislation to ban the practice of surprise billing. Todays bipartisan hearing represents an initial effort by this committee to finally offer some relief to patients whove been bearing the brunt of a dispute between their insurers and some of their Health Care Providers. For patients, you can take all the right steps in attempting to see that your care network is covered but you may still face big bills. One in seven americans have received a surprise bill as part of receiving care at a hospital that is actually within their Insurance Network. The problem in san antonio, one of the communities that i represent, has been so extensive that jay avola has initiated an entire Television Series called show me your bill. And i think a quick video clip from that adequately d
Right from the start, mr. Chairman, the nature of this amendment and the nature of this amendment is to try to follow the advice of just about every witness who testified in this room back in september about how to stabilize the exchanges. Everybody said among the three things we should do, make clear that the costsharing reductions offsit the cost of copays, deductibles, make it clear theyre not going away for at least two years. That was one thing they said theyd do. Number two, they said put in place a Reinsurance Program for highly expensive, very expensive patient care for particular patients. And number three, they said that we should retain the individual mandate and if we decide not to replace it with something thats just as effective in getting a good mix of young and healthy pool to be part of the insurance pool within the exchanges across the country. The legislation before us apparently repeals or proposes to repeal the individual mandate. So that would if that actually hap
And youre turning around and cutting 185 billion from the same people then youre cutting i believe 179 billion from medicaid. Now, im pretty sure those people dont make 50 now dollars a year. So youre cutting 364 billion. There are no cuts to medicaid in this bill. I beg your pardon . Im reading off of the cbos form. 179 billion in medicaid subsidies. Thats where the money is coming from. Where do you think the 300 billion is coming from . Is there a fairy dropping it on the senate . The money youre spending is coming out of medicaid to people that make less than 50,000. Youre trying to shop this like youre giving a 43 billion savings . Just so you know cbo, thats people who are leaving medicaid. Mr. Chairman and what they estimate is going to happen. You have spending 318 billion to make tax cuts for corporations permanent. That money is coming from the very people you say youre saving by eliminating 43 billion in tax penalties. All these people and you know whats going to happen . Th
