For the first time in resent history the government helped people keep more of what they earned. This is not the time to return to the spending policy of the past. Ill complete a budget for ru resulted based approach. Ill call for continued fiscal discipline. Vermonters cannot afford higher taxes or fees. I stand ready to prevent taxes and fees to increasing again this year. [ applause ] that includes state wide property tax rates. Having fiscal discipline means facing facts. We lost nearly 30,000 students in the last 30 years. Costs continue to rise. Property taxes continue to overburden families and businesses. Today we spend 1. 6 billion. These children are our future engineers, educators and technicians. Our future leaders, participaen sit s citize citizens. If i came to ask you to educate the same number of students i dare say our system would look much different than it does today. It would be much stropger and e responsive to every child. It would be one of the best economic too
