ROCKFORD  The Rockford Police Department on Sunday announced a series of retirements and promotions within the Rockford Police Department. Deputy Chief Kevin Ogden will retire in early March, and Assistant Deputy Chief Kurt Whisenand will be promoted to deputy chief and District 2 commander. Also retiring are Lieutenants John Hoeksema and Harold Combs and District 1 Commander, Assistant Deputy Chief Doug Pann. With this shift in leadership, multiple officers are being promoted including lieutenants Randy Berke and Joel Givens, who  will each be promoted to assistant deputy chiefs. “As we are sad to retire such outstanding officers, we are looking forward to the new officers fulfilling their new roles in the Rockford Police Department,” Chief Dan O’Shea said. “It’s encouraging to see that even in this pandemic, officers are willing to move forward in their careers and also be united in their call to serve the city of Rockford and protect its residents.”
