there s going to be this is all new. the bugs need to be worked out of there before we implement over the entire city. i think we should take our time and do it properly. how would you characterize the relationship of the citizens in the city of baltimore particularly in high-crime areas with the police departments? without a doubt, i think there s some tension there. and we have to work together as the police community and the citizens of baltimore to repair that relationship. was it negative beforehand, before this incident? i think there has been some tension for a couple of years. but not on a wide scale. the majority of our police officers are very information. they re highly trained, self-motivated. and they do an excellent job for the most part. now, are there some bad apples out there, i d be the first to admit, we need to improve the relationship between the police department and a community. and i think that needs to start with training because quite honestly i ve s
there s been a lot of tension historically that they re working on improvements. but there has been a lot of tension. there has been some tension. but she s right with the commissioner we have now and her office. we have been working to improve that relationship. what is the feeling in the baltimore police department right now about this incident? are people upset about what happened to this young man? are they worried about police being accused of something that they didn t do? what are officers feeling? i think that s out there. obviously, like i said, it s a tragedy. everybody feels bad that this person lost their life for my reason. because every life matters. but our guys they have the mindset right now, they re more afraid of getting shot and killed than if they re doing their job properly that they ll be put in jail for doing what they were hired to do. what could possibly justify even on a theoretical level what happened to this guy s neck? i understand there are inci
