As the reality of the coronavirus pandemic slowly dawned on Europe’s leaders last spring, the battle was about getting hold of personal protective equipment for the continent’s army of doctors and nurses.
In that particular race, the EU finished, if not first, then certainly in the medal positions. The bloc’s multi-billion euro joint procurement programme for masks, gloves, ventilators and the rest was fast and relatively efficient. Having chosen to go it alone, the UK government scrambled to get hold of enough PPE and was widely criticised.
However, the EU did not make diplomatic capital of the success by offering surplus equipment to those in need. China, meanwhile, was quick to offer protective kit to a raft of developing countries.
