Lajuan King was allegedly seen scaling an apartment complex gate before shooting down at a rival gang member and killing him, according to court filings.
The man's arrest comes after police seized the firearm used in the shooting during an unrelated investigation, police said. Detectives believe the gun was used in additional shootings, which are under investigation.
The Long Beach Armory building on Seventh Street is being sold to a development group that could build 64 affordable housing units in the parking lot behind it and between St. Anthony High School and Gumbiner Park.

The approximately 8-foot-tall fence surrounds the entirety of the 92,500-square-foot building. A representative of the library, who did not provide their name, said over email that the construction company overseeing the Civic Center complex requested the fence for added security, especially at night while crews work on the new Lincoln Park.
“Lately, last month, we had problems with homeless camping out with tents, which is not allowed and that is why it was felt that the fence was needed,” the representative said in an email.

A 29-year-old Long Beach resident named Michael Scott Doss Jr. is facing one count of murder in the death of Richard Winfrey, who was shot to death in Gumbiner Park on the morning of Sept. 25. Doss’ alleged co-conspirator, a 30-year-old woman from Carson named Christian Lucille Watson, is charged with accessory to commit murder, according to court records.
Police said they did not have much information about what sparked the killing other than it was some kind of dispute that escalated into a shooting.
Doss is accused of opening fire on Winfrey in the park at Seventh Street and Alamitos Avenue around 5:30 a.m.
