A similar thing happened in pennsylvania, and my recollection is that on the same set of facts, senator casey, the democrat reelected, president obama reelected, and a majority of pennsylvania votes cast for democratic members of congress, the delegation was 13 republicans and five democrats. Thats really been a key strategy of the civil rights leadership. Particular since the 1960s in the wake of the passage of Civil Rights Act of 1964 and voting rightsing a of 1965. They made an effort to elect more black officials. I thought that the Obama Presidency was really the culmination of this effort.
