shadow secretary of state in jird kushner. this is not sustainable in the long run. hans nichols, one of the things we heard most on the campaign trail, got the biggest applause from the candidate, trump, was he was going to defeat isis. what do we know about this new administrations s plan to do that? will jared kushner play a role? we know little about the official plan that was submitted at the end of february to the white house coming from the pentagon on what s in that plan, a they want to do. we suspect it involves a few more ground troops and a whole of government approach, getting back to the state department issue, potentially much more diplomacy involved in there than military action. what s happening on the ground right now is there s a lot less mother may i in pentagon speak. ground commanders are more empowered, it appears under the trump administration, than the obama administration. ground commanders are more empowered to make decisions. there s some troop movements
us at the pentagon the more responsibilities for these civilian casualties is on isis. the u.s. is not going to change their behavior. you hear back and forth have the rules of engagement changed? officials say officially the rules have not changed. but they do say culturally there s been a shift. the ground commanders have more authority, people calling in airstrikes have more authority, and the fight is naturally accelerating, because a, in syria, you re closing in on raqqah, and you re getting into more dense neighborhoods that require close support. you re here for general mattis here. tell me about the growing alliance for the secretary of state. he goes to tillerson s office on the seventh floor. they go to a secure room. right now in new york, mattis is meeting with henry kissinger, getting advice potentially from a former secretary of state. the line between mattis and tillerson, it s interesting. tillerson is from oil, right?
the law has changed. it seems to me it s an idea that s come. now to task the ground commanders, commandant of the marine corps and chief of the staff of the army said we ve got to figure out a way to do it and do it in a way that does not damage unit cohesion. i m sure that people will be thoughtful and careful in administering it. you think its time has come? indeed, it has. the law s been changed. the book known and unknown a memoir. thank you, donald rumsfeld. thank you. what political story will be making headlines? reporter: women still can t be assigned to ground combat team, but for years commanders have been getting around pentagon policy by attaching them to units. the marine corps had to impose a time limit so in afghanistan, every six weeks, the female engagement teams go back to a big base for one night, then reattach with their combat unit for another 45 days. just a nonsensical policy, and we ve been living with it for nine years. and it does confuse the on the ground commanders. reporter: lori manage runs the women in the military project and says she s seen more changes than all the years since world war ii. in these war, women are shooting and killing and they have not done that as members of the military at any time in the past. as jobs expanded, so did the military s ability to accommodate a woman s personal life.
last spring in afghanistan, i followed a female engagement team of marines going into the homes of afghan women. they are definitely a key player in getting information. reporter: women still can t be assigned to ground combat teams but for years kpand commanders have been getting around pentagon policy by attaching them to units. the marine corps had to impose a time limit. so in afghanistan every six weeks the female engagement teams go back to a big base for one night and reattach with their combat unit for 45 days. a none sensical policy that we have been living with for nine years and it does confuse the on the ground commanders. reporter: this woman runs the women in the military project and has seen more changes in all of the years since world war ii. in these wars women are shooting and killing and they have not done that if u.s. wars
