A revamp of Fort Collins’ utility management and billing system envisioned as a one-year project is now more than two years behind schedule, $3.3 million over budget and the subject of a contract dispute that may result in litigation.
The city issued a notice of dispute and notice of termination on May 28 to Open International. Open is the company city leaders selected to develop a new customer management and billing system for Fort Collins Utilities and Connexion, the city’s municipal broadband service. The notice, which demanded “a significant lump-sum payment” from Open to the city and threatened legal action, came nine days after Open issued its own notice of default to the city.
