Alisa harrington spoke to a witness who saw the chase and the chp officer who helped pull the man back over the railing. Reporter this is the moment chp officers and Good Samaritans pulled a man to safety on highway 101 in San Francisco. He was dangling from the guardrail of the overpass near the Caesar Chavez street exit, a 30foot drop. My grip was loosening and he would have gone over the side without the help of the Good Samaritans.
