that forces you not to qualify for any federal benefits of any kind, that tells you you have to work and be gainfully employed so you are not a public charge. even with all of that, you don t gain access to the green card process. you have to apply for it. it s not award ed to you. you don t gain access to any of that until there s a universally verified system in place and an exit system in place. there s a change. you said that you would have to leave the country before you could come back, and you ve changed on that. but that s not necessarily what i ve said in the past. what i ve said in the past is there is a the pathway to citizenship and that is the legal immigration system. and all this bill does is give people access to the legal immigration system. it allows them to earn an access to the legal immigration system. and so what we are doing is we are creating an altern it tetch to that path that exists now and quite frankly it will be cheaper, easier and faster to leave and
reform, now we re dealing with 11 million. what in this bill is going to ensure that that doesn t happen again? well, three things. first of all, universal e-verify system which means you won t be able to find a job in the united states if you can t pass that check. 40% of our immigration are people that enter legally and overstay their visas. we only track when people come in, we don t track when they leave. and third is real border security including fencing. all these three things are going to happen because they are triggers, they are triggers for the green card process that we ve described or laying out in our proposal. that s the incentive to ensure they happen. in essence, for those undocumented in this country, not only they ll have to wait more than ten years, they will have to wait until those three things are fully implemented. we think that will be incentive. and an immigration system that works. we don t have a legal way for

repeatedly immigration will be a priority in his second term. after all, hispanic voters helped him retake the white house. that was clearly a wakeup call for republicans who have been trying to win over hispanics albeit with limited success. just yesterday, homeland security secretary janet napolitano announced a new rule that will make it easier for families to stay together during the long green card process. james rosen is live in washington with more. james, break down this new rule for us. what are they talking about here? well, jon, the department of homeland security tells fox news that they expect upwards of 25,000 illegal immigrants to seek to take advantage of this relaxed rule this year. those who came here illegally but who, let s say, married an american citizen, have a clean criminal record and can prove a hardship by their extended absence will no longer have to leave the u.s. for both application for a green card. during stage i,applying for what s called a waiver of
