that i see, the incredible humanitarian losses and critical infrastructure being destroyed, the greater my my heart says let s do more for theishes koreans. and i think for the ukrainians. and i think providing them with an aircraft they can fly on their own, create their own no-fly zone, would be best. i remember in december, 1994, i was cnn s white house correspondent during the bill clinton administration. the u.s., the uk, russia, signed what was called the budapest memorandum that ukraine was given security assurances in exchange for giving up its nuclear weapons arsenal. as you know, there were a lot of nuclear weapons in ukraine from the battle days of the soviet union. in hindsight, knowing what we know right now, mr. secretary, do you believe it was a mistake for ukraine in 1994, 1995, 96, and you became defense secretary in 97, do you think it was a mistake for ukraine to give up its nuclear weapons arsenal?
