It’s called The Guidebook for Great Communities but don’t let that cheery-sounding name of Orwellian doublespeak fool you. This is no guidebook; it’s a statutory policy document and it’s coming for your residential neighbourhood.
Long-time former city councillor Andre Chabot, who is running again to represent Ward 10, says the name of the document is misleading.

“The name of this policy document makes me laugh every time I hear it,” says Chabot, “because the first thing that comes to mind when I read that is, ‘Great communities according to whom? ”

The issue of greatest concern is the effective elimination of all areas that are currently zoned for single-family houses or duplexes. The Guidebook to Great Communities will allow any of the existing single-family houses or duplexes to be demolished and replaced with multi-unit rowhouses and multi-story condos. The guidebook allows densification to occur randomly anywhere within existing neighbourhoods which will negatively impact the existing character of the city.
