Nbc news reports since the shutdown, the military has been unable to pay death benefits to the families of u. S. Troops who have made the ultimate sacrifice for their country. This is marine Lance Corporal jeremiah collins. His family called him jay. Jay died saturday while serving in afghanistan. Corporal collins was just 19 years old.
