NORFOLK — Around midnight on March 12, 2021, Alicia Hereford received a desperate call from her 23-year-old daughter indicating she was a victim of domestic violence. Hereford “jumped in her car and raced to the scene to protect her,” according to a lawsuit filed by her family in Norfolk Circuit Court.
