Herald: Will the recent amendment to the Goa Panchayati Raj Act push or curb illegal constructions in Goa?

The Goa government on March 16 notified the Goa Panchayati Raj (Amendment) Act, 2023, setting off the possibilities for unhindered construction in the rural landscape of the State with permissions deemed granted if the panchayat and the Block Development Officer (BDO) fail to respond to the application within 60 days. The government’s stated objective for the amendment is “to create a transparent and efficient mechanism to streamline the process of grant of permissions, licenses and occupancy certificates under the said Act”. In the weekly Herald TV debate Point-Counterpoint, AVIT BAGLE explores whether this new amendment will really ensure transparency or people with vested interests within the system will find loopholes in it, which will lead to mushrooming of construction projects in the villages
